These countries aren’t necessarily high up in terms of the lifestyle they offer, but the flat tax rate coupled with strong employment prospects in certain sectors can mean a massive financial boost for qualifying individuals. Examples include Saudi Arabia, Russia and Kazakhstan.
In this article we’re going to look at the country we feel has it all – a really low flat rate of personal income tax, an inimitable lifestyle, and a relatively favourable immigration policy1.

Until 2011 Anguilla was actually income tax free, however, following growing economic pressures the government announced a flat 3% income tax rate as an “interim stabilisation levy,” which constitutes this stunningly beautiful Caribbean island country’s first form of income tax.
Anguilla is regarded as one of Britain’s offshore tax havens, as it’s a British overseas territory that levies no capital gains, estate or profit taxes on individuals or companies.
As it levies only a flat 3% income tax, it’s easy to see why this is Shelter Offshore’s current favourite flat tax country.
In terms of the lifestyle you can enjoy, it’s typical for the Caribbean in that it is laid back and outdoors centric. However, fortunately for expats, the island nation has pursued an approach of quality over quantity in terms of development, and so it remains a really unspoilt gem.
The inimitable climate and the fact it’s an English speaking island make it very popular with British expats, as does the immigration policy which favours those of good character who will benefit Anguilla.
E.g., according to Expatify.com: “people who have been granted work permits for seven or more years; children under 17 of these work permit holders; people who have invested at least $2,500,000 in an Anguillan business; highly qualified professionals or investors in the legal/financial service who help economic development, who has been in Anguilla for at least five years; anyone else who is designated to help economic development, who has been in Anguilla for at least five years; retired people who have property in Anguilla; people who have resided legally for at least seven years.”
